You don't assign anyone to them. They just automatically put fertilizer into your workshop every so often. If you want them to stay in a general area of your settlement you can build a brahmin trough (bathtub) for them and they'll hang around it. Size is the 'size' of your settlement.

The game doesn't tell you what purpose the brahmins serve when they initially start spawning in your settlements. However, once you randomly start running into the wastelanders on the road who want to sell you one, you can find out in their dialogue options.

If you mean to move the Brahmin within a settlement then you need to set up a bath tub / Brahmin feeder and it will move to it. If it is about moving a Brahmin between settlements then afaik is this not possible.

Option 1: One shot the Brahmin. This can be done in plain sight of anyone, if you one shot the Brahmin then the settlers will pay no attention. Seems to also work on settlers? Example, a 44magnum with the highest level Receiver to the face.
