Ending companion animal homelessness in Camden County through community awareness and responsible ownership.

We are working hard with other animal welfare groups to help New Jersey join the “no kill” by 2025 initiative launched by Best Friends.

Founded by the Camden County Board of Chosen Commissioners in 1997, the Camden County Animal Shelter (CCAS) is operated by Homeward Bound Pet Adoption Center, a non-profit organization originally founded as Animal Welfare Society of Camden County (AWSCC). We are a registered 501 (c) (3) non-profit organization, Fed Tax ID 20-0549531.

In 2018, the new name Homeward Bound Pet Adoption Center (f/k/a CCAS/AWSCC) was implemented to better reflect our recent expansion and ongoing mission to the community.

Homeward Bound is the leading animal welfare agency in the region with the highest intake and the highest save rate, achieving a 96% save rate in 2021. Our animal welfare and community service programs are supported by contributions, grants and bequests for program continuation and operational expansion.

Homeward Bound cares for any animal regardless of the reason which may include a pet surrendered by their owners due to medical issues or financial limitations, a stray animal that has been abandoned as well as any animal that has suffered extreme neglect from starvation and medical treatment. Every day we provide quality medical care and housing for our animals as we strive to find them new loving homes or reunite lost pets with their owners.

As the animal shelter exclusively responsible for service to the City of Camden, as well as one of the top treatment providers in the County, we intake approximately 5,000 animals per year from 18 municipalities in Camden County. City of Camden intake amounts to nearly 50% of the County’s total animal population. With the exception of Homeward Bound, there are very few pet services available to the residents of the City of Camden.

Homeward Bound’s low cost clinic provides quality veterinary care at an affordable cost. Quality veterinary care is provided at Homeward Bound Pet Adoption Center Clinic, by leading South Jersey veterinarians who perform routine surgeries and medical services for both shelter and public animals.

In 2015, Camden County Board of Commissioners proudly announced the completion of a $1.5 million expansion that increased capacity and provided more living and recreational space for cats and dogs. The expansion also included a designated area where residents can interact with and adopt pets. The new adoption center has glass-walled acquaintance rooms, which encourage shorter shelter stays for adoptable animals. The final phase of the expansion was completed in 2018, which included a new state of the art veterinary surgical facilities.

CEO of Asheville nonprofit Homeward Bound that works to prevent homelessness is out of job

ASHEVILLE - Homeward Bound’s new CEO Carl Falconer is leaving after about three months on the job, according to a Feb. 13 news release from the organization’s Board of Directors.

The board said in the release that the organization and the CEO “were not a good fit for each other and mutually decided to part ways.”

When Falconer started the job Nov. 6, he became the first permanent leader in more than two years at Homeward Bound, a nonprofit dedicated to preventing and ending homelessness in the Asheville area.

Falconer told the Citizen Times in December that after nearly 30 years of experience in homeless services, he intended for Asheville to be his “final destination.” Just two weeks ago, Falconer volunteered for the annual point in time count , which tallied the number of people experiencing homelessness in Asheville.

Yet, Falconer departed from Homeward Bound on Feb. 6 when he and the organization “agreed to end the relationship,” Board President Kelly Pierce told the Citizen Times by email.

When asked for any detail on why the former CEO wasn’t a good fit, Pierce said: “After a 90-day review, we agreed to part ways.”

While the organization undergoes a national search for its next leader, Pierce has temporarily stepped into a liaison role to assist the organization’s leadership team and “provide a single contact point at Homeward Bound for all of our community partners,” according to the news release.

While Pierce is working as administrative liaison, Vice President Melissa Duong will step into her role as president to cover board responsibilities, Pierce said.

Homeward Bound will be looking for “a dynamic non-profit leader who embraces our mission to prevent and end homelessness on our community,” according to Pierce.

“An active search is underway for our next leader, but in the meantime, our focus on serving people experiencing homelessness in our community will remain the same,” the board of directors said in the release.

Before coming to Asheville, Falconer worked across 10 different Continuums of Care, the planning bodies responsible for organization of a locality's homelessness response system. He previously said he was encouraged by Asheville's direction, which he felt people were pursuing with a "solution-oriented" lens.

Homeward Bound had two interim CEOs in the last year and a half — David Nash, former CEO of the Housing Authority of Asheville, and David Baily, retired CEO of the United Way of Asheville and Buncombe County.

"I am interested in staying in the Asheville area and looking for another opportunity to help end homelessness," Falconer told the Citizen Times Feb. 14. In the past five years, he has worked as CEO of two different organizations attempting to combat homelessness, namely the TaskForce Fore Ending Homelessness, Inc. in Fort Lauderdale, Florida, and the Metro Dallas Homeless Alliance in Dallas, Texas.

Our History

Homeward Bound Cat Adoptions (Homeward Bound) was founded in 2007 as a foster-based rescue focused on finding homes for cats. For nearly 12 years, this small organization relied exclusively on volunteers to care for cats and complete adoptions at PetSmart and Petco stores. In 2019, Homeward Bound received funding to open its Flamingo Adoption Center and embarked on a transition from this foster-based structure. The 2,400 square foot facility allowed Homeward Bound to care for more cats and increase adoptions by providing a modern, free-roaming space to minimize stress, serve the individual needs of each cat, and set up both cats and adopters for success. To date, Homeward Bound has saved over 9,485 cats, including 968 cats in 2023.

Lifesaving Approach

Homeward Bound Cat Adoptions is a nonprofit organization dedicated to providing support and resources to both cats and people in our community.

As a first priority, we strive to provide counseling, information, and access to services to keep cats in their homes and with the people who love them.

However, if cats cannot stay with their families or in their neighborhoods, we take great pride in providing a safe and caring placement program for cats who need us most. We prioritize our intake on cats most at risk – owned cats in need of rehoming; kittens who need specialized care; and cats who have been abandoned, are sick or injured, or are not thriving in the community.

We are committed to ensuring the highest level of attention and care for cats in accordance with the Five Freedoms of Animal Welfare and industry best practices; where each policy, procedure, and decision is based on compassion, the best available science, and the best interest and welfare of each cat.

We also focus on positively impacting the lives of our volunteers, employees, guests, and community members by cultivating a collaborative environment based on respect and a non-judgmental approach to services.

With a holistic approach to keeping cats with those who love them and caring for and finding appropriate placement for cats who truly need rehoming, Homeward Bound maximizes feline lifesaving and improves the lives of our community’s people and cats.

Homeward Bound is providing a home for those facing homelessness as well as keeping our community in their homes through our prevention services. Join us as we raise awareness around homelessness in the Valley.

Our History

Founded with one single-family home in 1990, Homeward Bound soon learned that housing alone could not solve family homelessness. HB began offering case management, financial coaching, and employment help to prepare families to transition into stable housing. In 2000, Thunderbirds Family Village opened, providing wrap-around services to the entire family. In 2021, Homeward Bound implemented a model shift to become a housing-first program with low barrier to entry through a hybrid campus of bridge shelter and transitional housing for families. Homeward Bound also expanded to add a Homelessness Prevention program in response to community needs.

Asheville housing nonprofit Homeward Bound CEO departs after just three months

Homeward Bound, an Asheville-based nonprofit dedicated to helping unhoused people, announced Tuesday that it has parted ways with its CEO, Carl Falconer.

The move comes just three months into Falconer’s tenure at the organization.

“After careful consideration, Homeward Bound and Carl Falconer agreed that we were not a good fit for each other and mutually decided to part ways,” Homeward Bound’s Board of Directors said in a statement Tuesday. “We appreciate Carl’s contributions in his first 90 days and wish him well in his future endeavors.”

The nonprofit said an “active search is underway” for its next CEO. It did not provide further details on the reasons for Falconer’s departure. BPR was not immediately able to reach Falconer for comment.

Board President Kelly Pierce will be temporarily stepping in to serve in a liaison role to the group’s leaders and to “provide a single contact point at Homeward Bound for all of our community partners,” the board said.

Prior to joining Homeward Bound, Falconer led a housing nonprofit in Broward County, Florida. He also previously served as president of the Metro Dallas Homeless Alliance. Upon announcing the news of his hiring in October, Homeward Bound’s Senior Resource Development Director, Eleanor Ashton, described Falconer as “perfectly suited to lead” the organization.

As recently as two weeks ago, in late January, Falconer participated in Asheville’s Point-In-Time Count , the city’s annual effort to tally its unhoused population.

“This is my industry,” Falconer told BPR at the time. “This is my passion. This is what I love. So, this is just a chance for me to get out and talk to people. You know, as the CEO at Homeward Bound, I don't get to have as much client interaction because, of course, my people are doing that and I have other responsibilities. But this is a great way to get out there. And that's why I encourage all the community members … to get out and volunteer for this.”

Homeward Bound and its CEO part ways after about three months on the job

A nonprofit organization that provides resources and shelter for those experiencing homelessness in Western North Carolina has parted ways with its chief executive officer.

On Tuesday, Homeward Bound announced in a press release that the nonprofit and its CEO Carl Falconer had "mutually decided to part ways."

Falconer took over as CEO in November 2023, with a background in working with homeless populations in Florida and Texas.

"We appreciate Carl’s contributions in his first 90 days and wish him well in his future endeavors," Homeward Bound's Feb. 13 statement read, in part, adding, "During this time of transition, our strong and capable leadership team and staff will continue their great work providing services at Compass Point Village, AHOPE, Welcome Home Donation Center, and Key Commons."

Homeward Bound said Kelly Pierce would be temporarily stepping down as board president and into a liaison role to assist the leadership team.

The nonprofit is now leading the search for its next CEO.

Homeward Bound is a remarkably resilient organization and through the pandemic, leadership changes, and the renovation and opening of Compass Point Village, has successfully demonstrated that we can continue providing services to our clients in any given situation. For over 36 years, we have provided homeless services and permanent supportive housing for our most chronic and vulnerable community members. Since the adoption of the Housing First model, we have moved nearly 2,500 individuals into housing and we are proud of our 92% success rate at keeping people in housing. With support from the City of Asheville, Buncombe County, Dogwood Health Trust and steadfast supporters like you, we were able to open Compass Point Village, a permanent supportive housing project that is the first of its kind in Western North Carolina. To date, we have moved 82 people experiencing homelessness into Compass Point Village and have created a collaborative and safe environment among residents, staff and community partners.

Title : Active carbons as nanoporous materials for solving of environmental problems

However, up to now, the main carriers of catalytic additives have been mineral sorbents: silica gels, alumogels. This is obviously due to the fact that they consist of pure homogeneous components SiO2 and Al2O3, respectively. It is generally known that impurities, especially the ash elements, are catalytic poisons that reduce the effectiveness of the catalyst. Therefore, carbon sorbents with 5-15% by weight of ash elements in their composition are not used in the above mentioned technologies. However, in such an important field as a gas-mask technique, carbon sorbents (active carbons) are carriers of catalytic additives, providing effective protection of a person against any types of potent poisonous substances (PPS). In ESPE “JSC "Neorganika" there has been developed the technology of unique ashless spherical carbon carrier-catalysts by the method of liquid forming of furfural copolymers with subsequent gas-vapor activation, brand PAC. Active carbons PAC have 100% qualitative characteristics of the three main properties of carbon sorbents: strength - 100%, the proportion of sorbing pores in the pore space – 100%, purity - 100% (ash content is close to zero). A particularly outstanding feature of active PAC carbons is their uniquely high mechanical compressive strength of 740 ± 40 MPa, which is 3-7 times larger than that of  such materials as granite, quartzite, electric coal, and is comparable to the value for cast iron - 400-1000 MPa. This allows the PAC to operate under severe conditions in moving and fluidized beds.  Obviously, it is time to actively develop catalysts based on PAC sorbents for oil refining, petrochemicals, gas processing and various technologies of organic synthesis.

Victor M. Mukhin was born in 1946 in the town of Orsk, Russia. In 1970 he graduated the Technological Institute in Leningrad. Victor M. Mukhin was directed to work to the scientific-industrial organization "Neorganika" (Elektrostal, Moscow region) where he is working during 47 years, at present as the head of the laboratory of carbon sorbents.     Victor M. Mukhin defended a Ph. D. thesis and a doctoral thesis at the Mendeleev University of Chemical Technology of Russia (in 1979 and 1997 accordingly). Professor of Mendeleev University of Chemical Technology of Russia. Scientific interests: production, investigation and application of active carbons, technological and ecological carbon-adsorptive processes, environmental protection, production of ecologically clean food.

Russia establishes special site to fabricate fuel for China’s CFR-600

A special production site to fabricate fuel for China’s CFR-600 fast reactor under construction has been established at Russia’s Mashinostroitelny Zavod (MSZ - Machine-Building Plant) in Elektrostal (Moscow region), part of Rosatom’s TVEL Fuel Company. 

As part of the project, MSZ had upgraded existing facilities fo the production of fuel for fast reactors, TVEL said on 3 March. Unique equipment has been created and installed, and dummy CFR-600 fuel assemblies have already been manufactured for testing.

The new production site was set up to service an export contract between TVEL and the Chinese company CNLY (part of China National Nuclear Corporation - CNNC) for the supply of uranium fuel for CFR-600 reactors. Construction of the first CFR-600 unit started in Xiapu County, in China's Fujian province in late 2017 followed by the second unit in December 2020. The contract is for the start-up fuel load, as well as refuelling for the first seven years. The start of deliveries is scheduled for 2023.

“The Russian nuclear industry has a unique 40 years of experience in operating fast reactors, as well as in the production of fuel for such facilities,” said TVEL President Natalya Nikipelova. “The Fuel Division of Rosatom is fulfilling its obligations within the framework of Russian-Chinese cooperation in the development of fast reactor technologies. These are unique projects when foreign design fuel is produced in Russia. Since 2010, the first Chinese fast neutron reactor CEFR has been operating on fuel manufactured at the Machine-Building Plant, and for the supply of CFR-600 fuel, a team of specialists from MSZ and TVEL has successfully completed a complex high-tech project to modernise production,” she explained.

A special feature of the new section is its versatility: this equipment will be used to produce fuel intended for both the Chinese CFR-600 and CEFR reactors and the Russian BN-600 reactor of the Beloyarsk NPP. In the near future, the production of standard products for the BN-600 will begin.

The contract for the supply of fuel for the CFR-600 was signed in December 2018 as part of a governmental agreement between Russia and China on cooperation in the construction and operation of a demonstration fast neutron reactor in China. This is part of a wider comprehensive programme of cooperation in the nuclear energy sector over the coming decades. This includes serial construction of the latest Russian NPP power units with generation 3+ VVER-1200 reactors at two sites in China (Tianwan and Xudabao NPPs). A package of intergovernmental documents and framework contracts for these projects was signed in 2018 during a meeting between Russian President Vladimir Putin and Chinese President Xi Jinping.
